Who Gets the Truth

The black-star crisis has given Tomas information capable of changing governments, armies, and public behavior. Caelum justifies secrecy as protection against panic, while Maelin must decide what a damaged court can safely disclose.

Tomas recognizes the logic because he has used smaller versions of it throughout the campaign. His current story is no longer whether he can keep a secret; it is whether anyone, including himself, should be trusted to decide which truths other people are allowed to know.
